The campaign
Address residents and arriving visitors at once, without saying the same thing to both.
The audience split cleanly in two, and they needed different information. Someone landing had never heard of the project; someone who lives in Tabuk had, and wanted to know when and where.
The formats matched the split. Arrival screens carried the project and where it is. The city billboards, seen repeatedly by residents, carried the timeline and the sales office address — the detail that only matters once you already know what the project is.
